This study aims to comprehensively analyze the role of transformational leadership in improving the quality of higher education administration through a conceptual approach and synthesis of the latest empirical findings. This study uses a systematic literature review approach by examining reputable scientific articles, academic books, and relevant research reports from the last ten years. The analysis process was carried out through the identification, classification, and comparison of findings to discover patterns of relationships between the dimensions of transformational leadership—which include inspirational vision, intellectual stimulation, motivation, and individual attention—and the effectiveness of educational administration governance. The results of the study show that transformational leadership contributes significantly to increasing organizational commitment, administrative system efficiency, academic service quality, and a collaborative work culture in higher education institutions. This influence is reinforced by supporting factors such as adaptive organizational culture, effective communication, and human resource capacity building. The practical implications of this study emphasize the importance of strengthening strategic leadership competencies at the higher education leadership level through continuous training, a vision-based performance evaluation system, and the integration of innovation values into administrative management. Thus, transformational leadership can become a strategic foundation in promoting the continuous improvement of the quality and competitiveness of higher education institutions.
